Recycled Assurance for Circular Plastics

RACP is a Green Muscat initiative centred on recycled content, traceability and material integrity across plastic recycling supply chains. This page sets out the initiative's scope and framework.

RACP sets out a practical framework for describing recycled content, documenting a material's route through processing, and assessing claims against agreed criteria — so suppliers and buyers can work from the same definitions.

Initiative focus

  • Chain of custody

Documentation from source material through to final product

  • Material traceability

A documented chain from collection through processing

  • Recycled content clarity

A consistent way to describe recycled content in materials and products

  • Material integrity

Supporting consistent quality expectations between suppliers and buyers

What is RACP?

RACP is a framework designed to describe recycled plastic content, support full traceability, and establish a consistent approach to material integrity across plastic recycling supply chains.

As a Green Muscat initiative, RACP draws on our practical experience of sorting, washing and processing recovered plastics in Oman. Its purpose is to make it easier for buyers of recycled materials to understand what they are receiving — and for recyclers to demonstrate how that material was produced.

Chain of custody documentation

Records covering the journey from source material to final product

Material traceability

A documented chain from collection through processing

Independent assessment structure

A framework intended to allow assessment of claims by parties other than the claimant

Recycled content classification

Tiered classification based on the recycled content percentage of a material

Shared vocabulary

Common definitions for recycled content, so claims can be compared between suppliers

Read the certification standards

Certification Process

The intended certification pathway follows a structured evaluation process to assess alignment with RACP standards.

1

Application

Submit documentation and facility information

2

Pre-assessment

Initial review of compliance readiness

3

Audit

On-site inspection and documentation review

4

Review & Decision

Technical committee evaluation

5

Certification Issuance

Certificate and badge issuance

6

Verification & Follow-up

Details confirmed by the RACP team, with ongoing follow-up

Benefits: Why RACP

Clear recycled content

A shared basis for describing recycled material percentages

Supply chain transparency

Documentation supporting the material's journey from source onward

Designed to travel

Intended to be usable across markets and trade relationships

Assessment-based

Built around review of records and processes rather than self-declaration

Useful by design

Aimed at meeting the practical needs of recyclers, manufacturers and buyers of recycled polymers

Who RACP Is For

1

Plastic recyclers

Facilities processing plastic waste into recycled materials

2

Polymer processors

Companies converting recycled polymers into usable forms

3

Manufacturers using recycled materials

Producers incorporating recycled content in their products

4

Traders and distributors

Organisations trading recycled materials

Benefits of participation

Standards & Certification Scope

RACP certification covers the following key areas of recycled plastic verification and supply chain integrity.

Recycled polymer verification

Quantitative assessment of recycled plastic content in finished products and materials

Mass balance and physical traceability

Systematic tracking of material inputs and outputs throughout the production process

Production and processing validation

Assessment of processing operations and quality control systems

Supply chain integrity

Review of sourcing practices and supplier records

Documentation and audit verification

Review of records, claims, and supporting documentation

Certified Products

RACP applies to products and materials where recycled content and traceability can be described and documented. If you make or buy a material with a recycled content claim and want to know how RACP's criteria would apply to it, we can explain the scope and the documentation involved.

  • Recycled polymer materials
  • Products containing recycled plastic
  • Documented recycled content claims

Certified Bodies

Assessment under RACP relies on organisations able to review records and processes independently. Conformity assessment bodies, testing laboratories and technical reviewers interested in carrying out assessment work within the framework are invited to get in touch to discuss the requirements.

  • Conformity assessment bodies
  • Testing and analysis laboratories
  • Independent technical reviewers

Verify

Verification with RACP is handled directly by our team. If you have been given a recycled content claim, a document or a reference number and want to check it, send us the details and we will look into it.

There is no public verification portal or online register. A result is only confirmed by our team in writing — anything else should not be treated as verification.

Include in your message

  • The organisation named on the material or document
  • Any reference or certificate number you have been given
  • The material or product the claim relates to
  • Where you encountered the claim

Apply

To apply, send us an enquiry with your organisation, the material or product, and a short description of the recycled content claim. We'll reply with the documentation required and the next steps.
